In some busy entertainment districts in Japan, you may see women standing on the street or in a park waiting for men to approach them. In Japanese this is called “tachinbo” (立ちんぼ). Some visitors assume this is a normal, tolerated part of Japanese nightlife. It is not. This article explains why you should never approach or pay a woman on the street, and what to do instead.
1. It is prostitution, and Japanese law prohibits it
- Japan’s Anti-Prostitution Act prohibits prostitution. Paying a woman on the street for sex is exactly what the law forbids
- The law is also being tightened. In 2026 an expert panel set up by the Ministry of Justice recommended making it a crime for buyers to solicit, and the law may change soon
- Police regularly patrol and carry out crackdowns in the areas where women stand
2. She may be under 18
This is the most serious risk.
- Girls under 18 are sometimes among the women standing on the street
- You cannot check anyone’s age on the street, and what you are told may not be true
- Paying anyone under 18 for a sexual act is a serious crime in Japan, punishable by up to five years in prison. Being arrested as a foreign visitor can also affect whether you are allowed to enter Japan in the future
3. Scams, theft and threats
- A man may appear afterwards and demand money, claiming she is his girlfriend or that she is underage
- Wallets, phones and passports go missing
- Because you were doing something illegal, victims often feel unable to go to the police — and the people behind these scams know it
4. Health risks
There are no rules, no checks and no one to contact if something goes wrong. The risk of sexually transmitted infections is real.
5. Many of these women are being exploited
Japanese media have reported that many women on the street have been pushed there by large debts — often to host clubs — and some are controlled by others who take their money. Paying them can mean funding the people who exploit them.
6. What to do instead
- Do not respond if someone approaches you on the street. Say no and walk away
- If you want adult entertainment, use a licensed shop. Shops in Japan must file a notification with the authorities, check that their staff are adults, and publish their rules. You have someone to contact if there is a problem
- Even at licensed shops, intercourse for money is illegal and is not part of any service. Do not ask for it
- Start with our list of shops that accept international customers, and read Using a Delivery Health Service in Japan as a Foreign Visitor
7. If you get into trouble
- Call 110 for the police. Interpreters are available
- The Japan Visitor Hotline (run by the Japan National Tourism Organization) offers 24-hour support in English, Chinese and Korean: 050-3816-2787
Summary
Women on the street may look like an easy option, but it means breaking Japanese law, the risk of a serious crime if she is under 18, scams and theft, health risks, and supporting exploitation. Walk away. If you want adult entertainment, use a licensed shop that accepts international customers.
